Sometimes two systems that perform related tasks excel at different facets of what each does. An accounting system may have a warehouse module, but a dedicated warehouse management system does a better job of controlling the inventory. This is true of most records management systems whose emphasis is on storing and organizing data. They account for incident and investigative activities and help with reporting.
Like many accounting systems most RMS systems add on an evidence warehouse module. Unfortunately, records systems, with their emphasis on entering and storing data about evidence items, are not up to the tasks of “managing” them. The result is often higher costs and extra work for both officers and deputies, as well as for evidence technicians and a less secure record keeping. For this reason, many agencies employ an management system to handle evidence alongside their records system.
Another option is to share between the two, to take advantage of the best facets of each. Sharing data by means of an interface avoid duplicate data entry and/or to ensures that key fields in two systems are kept consistent with each other.
QueTel has created means to use the RMS to enter all of the data into the records systems and then to draw it down to its Evidence TraQ, so that it can manage warehousing function. Another approach, with the same result, is to draw in only selected case and involved persons data from the RMS into Evidence TraQ. In this case officers and deputies actually use TraQ to enter evidence descriptions. In either case the result is to simplify searching and reporting, provide an audit trail of operations to reduce the chances of malfeasance, and accelerate the biggest problem facing evidence rooms, disposing of items that are no longer needed.

Training / Re-Training and Support
The Good news is that our software will outlast the Career of any departmental personnel, some of our clients used TraQ for little over 20 years and others weren’t so lucky. Some departments have a high rate of turnover in the property room; therefore QueTel implemented a Re-Training program that offers one on one web sessions to new hires in order to better understand our system and use to its full capabilities.
Implementation
Like vaccinations, sometimes the implementation process can be painful—setting up policies to capitalize on the possibilities presented by automation, getting data into the system, instituting new procedures, and changing the culture of the people in the agency. Once set up and running, however, the payoffs can be important.
In general, it is possible to install the system and convert data more rapidly than agencies have time to “digest” some of the implications of automation. To help temper the rate of implementation and avoid overload, QueTel often proposes a significant level of implementation support, for large agencies, those who chose to implement multiple enhancement options, or those who are introducing fundamentally new policies and procedures. Such and implementation effort begins with an on-site business process review to acquaint users and management with the possibilities of the systems and elicit and draw out a full scope of their vision for the future.
Based on the review we define or refine an implementation plan, indicate the configuration we propose to our off-the-shelf software and any customization that appears necessary in a briefing-type design document. We anticipate as part of this process suggesting policies and procedures based on our experience.
We will test import existing data for review and approval existing data and/or provide tools to take initial inventory of what’s on the shelf in evidence and/or stock rooms, as well as assets or equipment that has been deployed. We will train the trainers in their respective roles. At cutover we will be available on-site to work with key users as they begin to employ the system.
